Ukraine Does not use Neptune Because
Russia has started an invasion of Ukraine from air, navy and land forces. There are many clashes between both countries’ air forces and armies. The Ukrainian navy does not own an efficient fleet to fight against Russia, but the surface to surface Neptune anti-ship missiles are not used either. Here is why:

According to Ukrainian Military Centre, the first division of "Neptune" would be in service by April 2022. The first division, "Neptune", would be transferred to the Navy of the Armed Forces of Ukraine by April 2022. Russia attacked Ukraine before the system became operational.

The Neptune is equipped with R-360 cruise missiles, which fly at very low altitudes for a distance of about 300 km.
