Reuters reports U.S. embeds hidden tracking devices in AI chip shipments to enforce export curbs, while Türkiye secures privileged access through Taiwan deal.
According to an exclusive Reuters report, the United States government has embedded hidden tracking devices into shipments of high-performance artificial intelligence chips. The practice is intended to prevent illegal diversions, particularly to China, and to tighten enforcement of export controls.
The trackers were reportedly found in servers containing semiconductors from Nvidia and AMD, produced by companies such as Dell and Super Micro. Sources cited by Reuters noted that the devices had been concealed both inside shipping containers and directly within server units, with some resellers allegedly identifying and removing them.
Biden, shortly before handing over his administration to Trump, issued a fact sheet stating that 18 countries would enjoy comparatively greater access to AI chips, though this would not mean “full freedom.” Washington argued that in the wrong hands, powerful AI systems could support the development of weapons of mass destruction, enable offensive cyber operations, and facilitate mass surveillance—posing significant national security risks.
These steps form part of Washington’s tightening semiconductor export controls, aimed particularly at China and Russia. Reuters added that the Commerce Department, Homeland Security Investigations, and the FBI were all involved in implementing these measures, though none offered official comment.
Türkiye, meanwhile, has secured a privileged position. On 7 March 2025, FlyBVLOS Technology signed a major technology transfer and production agreement in Taipei with Taiwan-based Accton Technology.
The arrangement, which is supported by Türkiye's Ministry of Defence and the U.S. and NATO, is meant to give Ankara a strong base for inventing and producing modern computer technology. Officials say it is a deliberate move to improve national security, increase local defence production, and give people more authority over technology at a time when Washington has severe restrictions in other places.
