The exercise will be held with the participation of Azerbaijan, Pakistan, Qatar, United Arab Emirates, United Kingdom, NATO and Turkish Air and Naval Forces. Saudi Arabia has decided not to attend the exercise at the last minute. The Kingdom was planning to bring the F-15SA aircraft. Qatar Emiri Air Force and Royal Air Force brought Eurofighter Typhoon to Konya while the United Arab Emirates participated in the exercise with F-16 Block 60s. Pakistan brings F-16 Block 522 while Azerbaijan attends with Su-25s.
Australia, Ethiopia, France, Georgia, Kyrgyzstan, Libya, Malaysia, Morocco, North Macedonia, Oman and the USA will participate in the exercise in observer status.
