The Philippines will proceed with plans to acquire 17 Mi-17 helicopters from Russia, Department of National Defence (DND) Secretary Delfin Lorenzana said on Wednesday. Lorenzana explained that the contract was signed and the down payment made before the war took place in Ukraine. He added “only time will tell” if the procurement contract will be affected by the crisis.


DND Secretary Lorenzana said the contract for the 17 Russian-made Mil Mi-17 heavy-lift helicopters is unlikely to be scrapped for now despite the ongoing conflict between Russia and Ukraine and added that the delivery of the first batch would be in 24 months.

The DND chief added that the PHP12.7 billion Mil Mi-17 contract was signed in November 2021, and a down payment was made in January 2022. Lorenzana did not mention the amount given as a down payment. The country is also interested in Black Hawk General Purpose helicopters. It already bought some rotorcraft and it is known that it wants to acquire more.
