The government-owned satellite operator in Bangladesh, Bangladesh Satellite Company Ltd (BSCL), intends to launch Bangabandhu Satellite-2 by 2023 under a G2G agreement with Russia. Bangladesh became the 57th country globally to join the club of satellites with the launch of Bangabandhu Satellite-1 into orbit in 2018.

On June 8, BSCL met with Prime Minister's Information and Communication Technology Affairs Adviser Sajeeb Wazed to present Bangabandhu Satellite-2. The Bangabandhu Satellite-2 preliminary development project plan (PDPP) was submitted to the Planning Commission on October 4. Following policy approval, the PDPP will be forwarded to the Economic Relations Division (ERD) for negotiations with development partners.

In 2019, the Bangabandhu Satellite Company Ltd (BSCL) gained operational control of the first satellite.
